Seventh Bali Process Meeting of the Technical Experts Group on Returns and Reintegration

The Seventh Meeting of the Bali Process Technical Working Group on Returns and Reintegration (TEG-RR) took place on 3-5 December 2024, in Phnom Penh, Cambodia, co-chaired by Australia and the Philippines. The meeting focused on enhancing international cooperation for safe and dignified returns and reintegration of migrants, emphasizing a full-cycle, whole-of-society approach.

Key outcomes included:

  • Progress on the TEG-RR's Forward Work Plan (FWP) for 2025.
  • Recognition of the need for effective bilateral and multilateral cooperation to tackle returns and reintegration challenges.
  • Discussions on using technology, particularly biometrics, for improving returns and reintegration processes.
  • Acknowledgment of the role of civil society in supporting reintegration at familial and societal levels.

Participants highlighted several challenges, including stigmatization, economic factors, and the need for increased government resources to support successful reintegration efforts. In response, best practices were shared, with a focus on victim-centric and gender-sensitive approaches. Additionally, the importance of strengthening cooperation with regional forums and fostering closer collaboration with civil society organizations was emphasized.

The meeting also focused on practical actions such as improving biometric identification and exploring formal government-to-government arrangements for better outcomes. The TEG-RR’s Forward Work Plan (FWP) was affirmed for 2025, and plans for future meetings, including an intersessional online meeting, were discussed. The Eighth Meeting is scheduled for 2025, with nominations for the venue and activities encouraged.

The FWP remains a dynamic document, updated as new priorities and challenges arise. The Co-Chairs continue to collaborate with other working groups, the RSO, and the Government and Business Forum to align efforts and drive forward mutual priorities.
