Introduction to Identity Management
Identity management is inextricably linked to identity fraud where identity fraud has become increasingly widespread in recent years as the phenomena of illegal immigration, forum shopping and people smuggling have become global problems. Perpetrators of identity fraud are motivated by various factors including financial gain, to disguise criminal or terrorist identities and to facilitate movement across national and international borders. These activities pose a challenge for immigration, law enforcement and other government agencies, including in the Asia-Pacific region.
Identity management refers to the use of strategies, policies and procedures at national and international levels to combat identity fraud, improve proof of identity procedures and better establish and authenticate identity. In the immigration context, this can include:
- use of better practice guidelines for the initial enrolment or establishment of identity, including the potential for standardisation of documents that are required for issue of travel documents;
- developing mechanisms for regional cooperation in dealing with identity fraud, including possibilities for the sharing of expertise, procedures, intelligence information, training, available technology and new technology (including biometrics), use of standards and data matching; and
- supporting a regional approach to information sharing about identity documentation, lost and stolen passports, relevant alert lists for persons of concern and similar matters
